If you don't know how to drive you must get a learner's permit to start driving regardless of your age. With a learner's permit you cannot drive alone.

 

If you have a license from another country and you know how to drive, you can skip getting the physical learner's permit card, but you still must pass the permit exam and the driving test to be able to get your Florida driver license.

If you have a permit from another state you can get it transferred to a Florida permit.

If you have a license from another state you can get it transferred to a Florida license.
